Executive Committee Meeting held 16 September 2008
Central House
MINUTES
Present: Mr D Nicholls (President), Mr P Booth, Mr P Davies, Ms R Eagleson, Mr J Fray, Ms J McKnight, Mr G Oakes, Mr T Pye, Mr J Smith, Mr C Ward, and the Secretary.
Apologies for absence were received from: Mr J Marino (Vice-President), Mr J Barnwell, Mr J Mann, Mr B Marshall, and Mr P Pendle.
Minutes M284.1-M284.12
M285.1 The Minutes of the Meeting held on 17 June 2008 were approved as a true record.
Matters arising
M285.2 In respect of Minute M284.4 (Pension Scheme) the Secretary reported that he had met representatives from TGWU and AMICUS. A number of technical questions from TGWU needed the advice of the GFTU Actuary and these questions were awaited from the TGWU Actuary.
M285.3 Relating to Minute M284.9 (Seminar involving Young People) it was agreed to put this Seminar back to March 2009 noting that there was a Young Members’ course in late 2008.
M285.4 Regarding Minute M284.10 (Building Brighter Futures) the President gave an update. It was noted that submissions were required by 7 October 2008. After discussion it was agreed that Mr C Ward would supply the General Secretary with a draft submission by 26 September 2008.
M285.5 In respect of Minute M284.11 (TULO) the General Secretary gave an update of Warwick 2. After detailed discussion it was agreed to consider an update on the issues raised with TULO after the Labour Party Conference and to review the Green Paper on Welfare Reform. It was also agreed to circulate the EDM on energy to affiliated unions.

M285.6 The Minutes of the Meeting held on 16 July 2008 were noted.
Minutes of the Trustees of the GFTU Pension Scheme
M285.7 The Minutes of the Meeting held on 14 July 2008 were noted.
Correspondence
M285.8 A letter from Mr R Balfe (David Cameron’s envoy to the Trades Union movement) requesting a meeting was considered. It was agreed to respond with a number of questions.
Trade Union Fund Managers
M285.9 Ms M Colverd (General Manager TUFM) introduced Mr D Harris (Fund Manager) TUFM was introducing a new investment service called multi-fund which it was hoping to launch in January 2009. A number of questions were answered and TUFM was thanked for the presentation.
Property
M285.9 The General Secretary had circulated a paper outlining the position in respect of GFTU accommodation after 22 July 2009 when the lease on Central House expires. The strategy Implementation Group had recommended purchasing a property in Central London with an element of capital from the investment portfolio. Discussions had taken place with BECTU and NUJ on establishing a consortium to bid for Unite’s Moreland Street property. After detailed discussion it was agreed to authorise the General Secretary to negotiate and report back. It was also agreed that separate GFTU legal advice should be sought when documentation was complete. The General Secretary was directed to continue to search alternative opportunities should this bid not be successful.
Financial Statements
M285.10 The half years management accounts were scrutinised and noted. It was agreed to build into the 2009 budgets an increase in affiliation fees from 20p per member per quarter to 21p and from 75p to 80p per member per annum for those affiliates paying for the whole of 2009 in early January 2009.

International Study Visit
M285.12 Provisional flight times were discussed together with a proposed programme under the auspices of the Vietnamese General Confederation of Labour. It was agreed that Visa applications would be handled through the GFTU. It was noted that the Ambassador of the Embassy of Vietnam would attend the October meeting.
Any Other Business
M285.13 Ms R Eagleson informed the committee that she would be leaving the employ of PCS at the end of the month.
