MINUTES
Present: Mr D Nicholls (President), Mr J Marino (Vice-President), Mr P Booth, Mr P Davies, Ms R Eagleson, Mr J Mann, Mr B Marshall, Ms J McKnight, Mr G Oakes, Mr T Pye, Mr J Smith, Mr C Ward, and the Secretary.
Apologies for absence were received from: Mr J Barnwell, Mr J Fray and Mr P Pendle.

M286.1 The Minutes of the Meeting held on 16 September 2008 were approved as a true record.
Matters arising
M286.2 In respect of Minute M285.8 (David Cameron envoy) the Committee noted the list of questions asked and the reply from Mr R Balfe.
Parliamentary Report
M286.3 Mr John Mann, MP gave a report on parliamentary business. He answered a number of questions on Youth Services, Public Sector Pay, Energy Prices, Welfare Reform, Flexible Working and Train to Gain.
Presidents Report
M286.4 The President gave an update on the work of the Strategy Implementation Group and the proposed Seminar in 2009 for Young Members.
General Secretary Report
M286.5 The General Secretary reported on progress made by the Consortium of GFTU/NUJ/BECTU and the prospective purchase of UNITE’s Moreland Street Property. It was noted that the purchase price of £5.1m had been agreed subject to approval of all three Executive Committees. After discussion the General Secretary was directed to proceed with a Structural Survey and Independent legal advice.
International Study Visit
M286.6 The Vietnamese Ambassador to the UK, Mr Trang Quang Hoan addressed the meeting. He was asked a number of questions and expressed the wish for a successful visit.
The Executive Committee increased the daily allowance for International Study Visits from £45 to £65 per day.
